    Kvant - E is a modern digital switching system with a flexible modular architecture of hardware and software. Kvant - E system has been developed according to the recommendations of the International Telecommunication Union (ITU-T) and is intended both for public and private communication networks. In public network Kvant - E can function as rural, urban, transit, trunk or combined telephone exchange. In private communication network it is possible to establish both autonomous PABX and branched digital communication network on the basis of Kvant - E system hardware and software.

Kvant - E system provides for operation with all types of line signalling in public and private communication networks. Connecting lines with counter exchanges can be arranged over PCM-30, as well as over wire lines and frequency-division multiplex systems. Converters for transforming of analogue information into digital one are included into Kvant - E equipment and can be installed both on Kvant - E exchange side, as well as on a counter analogue exchange side.

Kvant - E can operate with the exchanges of foreign origin over digital PCM-30 ports, using allocated signalling channels and common channel signalling system No7.

Modular architecture of Kvant - E system with distributed program control makes it possible to arrange "superposed" digital network or "digital islands" of any configuration and capacity on already existing analogue communication networks, as well as to extend them, if required.

Kvant - E system software provides its subscribers with a wide scope of supplementary services, including access to ISDN and services of a narrow-band ISDN.

Kvant - E exchange can be supplied with hardware and software, providing for stationary or mobile subscriber radio-access according to DECT standard, as well as for autonomous cellular networks or subsystems in cellular networks of NMT and GSM standard with an access to a local telephone network.

To organize telephone communication in the regions of natural calamity and inaccessible regions, Kvant - E exchange can be delivered in a container version, supported with transmission systems, power supply, conditioning and cross.

For the connecting lines Kvant - E exchange can be supplied with compact digital radio-relay systems of "Pereval" type, as well as with fiber-optics transmission systems with digital multiplexing of PCM-30 .

Kvant - E exchange technical maintenance is rather simple and economical, due to a modular structure, general exchange devices redundancy and intra-exchange system of testing and diagnostics.

Technical maintenance system provides for:

• automatic testing and diagnostics of the exchange equipment, subscriber and connecting lines;
• trouble tracing up to a functional unit;
• automatic blocking of faulty equipment;
• measurement of parameters of subscriber and connecting lines speechpaths;
• storing of statistical and charging information. 

All mentioned above makes it possible to organize centralized technical maintenance of the exchanges in the communication networks, established on Kvant - E equipment basis. The exchanges operation quality of such network can be supervised by a regional technical maintenance centre, and separate exchanges and remote modules of the given network can operate without permanent assistance of the attendant personnel.
